The Union public service commission (UPSC) was established under Article 315 of the Indian constitution and the commission consists of nine members and a chairman. The duty of recruiting people to different positions and services under the union is being entrusted to the UPSC by the Indian constitution and this is being done by conducting competitive examination and interview. The competitive examinations conducted by the commission include civil service examination, central police forces examination, combined engineering examination, combined defense services, combined medical services examination, etc…
IAS Toppers for the year 2009
For the first time in the past 25 years, the top three ranks in the Civil Service Examination are being grabbed by women candidates. The top 25 ranks included 15 men candidates and 10 women candidates.

Third rank – Ms. Kiran Kaushal
Fourth rank – Mr. Varinder Kumar Sharma
Fifth rank – Mr. Vijay Ketan Upadhyay
Suggestions from toppers for IAS preparation:
Mrs. Shubhra Saxena: According to Shubhra Saxena practice and dedication is very much essential for succeeding in the IAS exam. She feels that it is not essential to spend 15 to 18 hours daily for preparation; even if you spend less number of hours for preparation the time should be qualitatively spent.
Ms. Sharandeep Kaur Brar: She acknowledges the ups and down in the phase of preparation of IAS examination and she also stresses the importance of yoga apart from preparing for exam since Yoga has the capacity to improve the concentration power the students will be able to spend hours together in the preparation process.
The first rank holder Mrs. Shubhra Saxena has achieved this success in his second attempt and Ms. Sharandeep Kaur Brar also has appeared for the 2008 exam and got the 443rd rank and these toppers has achieved this success mainly because of their dedicated preparation. All the best for acquiring success in the IAS exam!!!
